Whats wrong whit doing a /whois and see the info there.
And if the network decided that IP information is private and will not show it, then there is no way to get it.

If I understood correctly, this is what you are looking for:
http://www.mirc.net/projects.php?go=1086305436&get_desc=1
It will locate country where the IP is located, same for host. It won't work of course if host is cloaked.
