Okay, I'm new to IRC somewhat. I used it a little, but recently I noticed a real lag. I also noticed that my ISP appears to have stripped out identifying information that used to be present in my IP. And, the IP that is shown when I am in an IRC channel seems to vary depending on which IRC server I use. With my limited knowledge (a dangerous thing!), I am trying to figure out how to "fix" the lag problem. I use Charter Communications high speed cable. Are there subscription services for something called a proxy server??? Thanks for any discussion on this.

Euh... the ISP cant change your IP 'on the fly' when you simply connect to another IRC server in the same session.
You should complain to your ISP about it, they obviously changed something. And if they dont fix it, I hope for you that you have alternative ISPs to go to ...

I suppose the hostname lookup might not work at all or just for certain networks. Together with encrypted or unencrypted hosts the hostname might change a lot. Usually also networks prefix encrypted hosts different.
Without further information it's not possible to say what might be the problem. Only that it's normal to have a different host on different networks
