The Government launches HODIO, a system with AI to measure hate on social networks
At the beginning of February we knew how Council of Ministers would approve law that prohibits access to social networks for minors under 16 years of agea decision that has brought controversy regarding the operation and requirements for the identification when entering social networks. During this announcement he also announced the monitoring hate on social mediaa system about which little was known until today. This tool has at least made its name known, HODIO.
HODIO: Trace of Hate and Polarization
HODIO are the acronyms of Trace of Hate and Polarization and its function will be to monitor “the presence of hate speech and polarization in the main social networks used in Spain (Instagram, TikTok, X, YouTube and Facebook)”. Furthermore, its mission will be to preparation of a ranking to compare the level of exposure to hate on different platformsa ranking that will be public and transparent. The report will be biannual and will include information based on the criteria defined by the Ministry of Inclusion, Social Security and Migration.
OBERAXE and the analysis system based on artificial intelligence
The exact HODIO operationbut it is expected that the work will be the same as what was being developed OBERAXE (Spanish Observatory of Racism and Xenophobia)who are responsible for this platform. Yes, they have made known their methodologywhere HODIO uses a mixed analysis system which integrates:
- Quantitative techniques and artificial intelligence to process large volumes of public content on social networks.
- Expert human reviewwhich guarantees precision, consistency and respect for international standards.
A methodology that is based on recent scientific research and that uses analysis categories based on empirical evidence. This methodology will also be detailed in the periodic reports to ensure your full transparency.
The objective: make hate visible on social networks
From the Government have supported this initiative pursuing a clear objective of bring hate out of the shadows, make it visible and demand accountability from those who do nothing to stop it. At the moment it is not known When will this new initiative begin to operate?.
